Create a cluster with external ETCD

The “Shturval” platform has the ability to create client clusters with an external etcd cluster. For this purpose, Helm-chart is implemented, which creates the necessary resources. The chart can be obtained upon request from the implementation engineering team. It is recommended to create clusters with external etcd in the Shturval platform with the support of engineers from the Shturval team.
